Ok who logged onto my depiction. I dont even know what you just said! That wasnt me by the way. Anyways, I think they might of have Ellis Island, but there still wasnt very much control on immigration. Btw, Im wight.
There be the Chinese exclusion act in 1890s, but I don't know that it took a 'department'. Prostitutes were unjust for immigration since the country was founded, pretty much. General immigration restrictions weren't in place until the early 1900s though.

Customs other existed, though, because even before income taxes, tarrifs and duties were how the govt got its money.
First, the Constitution gives the Legislative Branch control over regulating immigration.

In 1864, A "Commissioner of Immigration" was created under the Secretary of State. This entity was to be appointed by the President. It was part of the first attempt to centralize control of immigration.

In 1882, an Immigration Act be passed to control immigration through state boards that operated under the Secretary of the Treasury.

In 1891, the first comprehensive immigration law be passed in which the Bureau of Immigration, under the Treasury Department, was created. Their operation would have checked immigrants in one form or another.
