What is the turnaround time for Canada lifelong residence application? (New Delhi, India)?

I'm considering applying for Canada Permanant Residence under the Federal Skilled Worker category. I have 2 questions:
a. how long does it appropriate to get the first response from the visa office? What about the complete process? How long does that take?
b. I'm a software engg. I donot see this listed under the Ministerial instructions. Are software engineers eligible to apply?
Answers:   
Ok, first of adjectives, do not believe anything you see in this other answer. It has a lot of wrong information.

a. First of adjectives, it does not take 5-6 years to apply from India. It used to take 5-6 years under the behind the times application system and the times listed on the website are for applications under the old system, applications that be made 5-6 years ago.
Immigration changed the rules last November to make the applications faster. Their aim is that applications under the untried system will be completed in 6-12 months. However, since they have just started the unknown system, there is not enough experience yet to see the actual processing times.

b. Also, you can not still apply and own it take longer if you don't meet the requirements. If you look at the 3 categories, you see that you own to meet the requirements for one of them. If your profession is not on the list, you can not apply under category 1. If you hold a job offer (AEO) you can apply under category 2. If you are already surrounded by Canada on a student visa or work visa for 12 months, you can apply under category 3. If you don't meet the requirements for any of the 3 categories, you can not apply for the Federal skilled worker program at adjectives.

As for PNP programs.. you can not apply for them directly. If you read about the PNP programs on the CIC webside and check their individual requirements, they all want you to have a employment offer (AEO) before you can apply unless you apply as an investor or are sponsored by a family contributor (not available in all provinces). You also do not have to stay 3 years surrounded by a province just because you come in on a PNP program. You have to arrive there when you get your PR visa and it would be advisable to attempt to settle there but if you own problems and decide to leave that province, nobody will go after you for it.

One entry that is hard to do for you from outside Canada is to secure a assignment offer for your immigration. You can still try it but if it doesn't work out, there are a couple of other ways you can immigrate.

You could go on a student visa for one year and after that year you could apply as a skilled worker underneath category 3.

Unfortunately due to the high numbers of indians applying as skilled workers to Canada, it is currently taking between 5 and 6 years for Indians to be processed for permanent residency.

AOK (acknowledgement of receipt) usually take just a few months, but then you hear nothing for several years.

Yes you can still apply, but it will just take longer - as I hold mentioned above.
However, there is one shortcut you can TRY, but there is NO GUARANTEE that it will work.
You can choose a province in Canada where on earth you would like to move to, and apply directly to that province. There is ONE downside. When you do arrive in the provionce you chose, you CANNOT leave (to move to another province to live and work) for 3 years.
