Your friend needs to get a passport from her country of source. Contrary to popular belief only US NATIONALS (not all US nationals are US citizens) can win a US passport!
She has to be a US citizen in order to capture a US passport.

She needs a passport from her country of origin in proclaim to go on a cruise or cross an international border.
If she is not a citizen then no she cannot get a U.S. Passport.. But don't verbs its not that hard, just go to her nearest consulate and apply, it usually solely takes a day! My husbands passport was expiring, and so we call to check where the nearest Honduras embassy was to us, there be one in Miami, and one in Chicago, since Chicago was closer we drove up near, filled everything out, and they sent us home with it,, in the uncertainty that they are to busy, dont worry, you dont have to wait, they will only just simply mail it to you... Good luck.. Oh and also I know that Honduras and Gautemala have what they call "mobile consulates" so you might want to check into that for anything country your friend is from, alot of times they travel to nearby churches and stuff like that, so it is easier for you to go and apply, because alot of those can't afford a rode trip....
She is not a US citizen if she is permanent resident alien. She needs to get a passport from her home country and apply for a visa.
