Why don't adjectives illegals receive H1-B visa?

There are countless immigrants who work in Silicon Valley all of whom hold H1-B visas. They too work hard and are not legal residence of the USA. So, what's stopping those coming from south the border from doing the same?

Most people who get H visas are well qualified and don't obligation to work illegally. (also, they are not immigrants - they are admitted for term of time and are expected to leave afterwards; if they want to immigrate, they have to apply for a green card).

People who work illegally are penniless; that it why they take the risks of working illegally.

Most, it's because they know they have any criminal backgrounds or communicable diseases that would preclude their acceptance. Others, it's laziness and the ease that they can pay $6000 to a coyote and get instant gratification rather than hang about 6-12 months, pay a couple hundred dollars and be legal. Still others LIKE the illegal status. It make them "untraceable." They can commit crimes without as much fear as a legal resident. If caught, they frontage deportation which means just another $6000 trip across the border and then they can start adjectives over again.

A person on H1B would not come to America illegally because stub on education he or she would have a better life within his or her own country. A lot people with college degree also dance to Canada,New Zealand,Australia and Europe. Most of this people in their own country are considered upper class.
