You need to be "earning" enough money to support your partner. That means doing doesn`t matter what jobs you have to. If you can't get a full time opening then get yourself 2 part time job. If you can't work for any reason you will not be able to get a visa for your partner. The state will not support your partner and you will not be allowed to support your partner on your benefits.
