If they migrate to an country whose language is not english, why should they ? If up to the American citizens it would be voted in trust me.

You don't have to be able to speak English to be a Green Card holder as it take years to learn a new language. However, to receive US citizenship and pass naturalization you do have to be able to become conscious and speak at least enough English to get by. You can't even bring the test till you've been in the country for 5 years to allow nation ample time to learn the history, politics and language..
