Dream Act. private immigrant can attend colleges?
I know a friend who was forced by his parents to have an illegal status and i want to assistance him out. ( i am a resident btw)
I'm hoping for the DREAM act to pass asap but if it doesnt pass surrounded by time
is it better for me to tell my friend to write a letter to the president or to the admission office of univerisities? is it workable? because i heard that its the education system itself that has the finishing say in it, not the gov. if yes would it be better to work with private school or public schools?

Most American citizens do not want the dream act to exceed and will fight to get it overturned again if it ever comes up for vote. Those here illegally should not enjoy advantages over the children of American citizens.
If you friend is over 18,his parents are no longer forcing him to have illegal status,he is doing that all on his own. He have until age 18 1/2 to return to his home country so his illegal status as a minor doesn't count against him. After that time,he is making the decision to stay here illegally on his own,as an grown.
Some colleges will accept a student regardless of immigration status,but you will have to find those on your own.

Some people forget that their parents, grandparents, or even further back, immigrated to this country and have to face the same type of antipathy that they are showing you. Frankly, it would be nice if people would remember this. SO, I respect you and your friend for trying to better yourselves, getting an childhood and becoming productive and useful contributors to society.
TO ANSWER YOUR QUESTION: You will not be able to get federal/government assistance. But you may be capable of get scholarships based on your GPA, intellectual achievements, ethnicity, etc. There are scholarships available to help you out.
You will stipulation to take out a loan to pay for your schooling. And it will be at the regular price. IE. If you are applying to a state school, you will hold to pay the out-of-state tuition fee. So this means that as for private vs public school, it doesn't really matter- price-wise.
I would suggest that you go with the better ranked academy for whatever your interests are- if you are 100% positive of those interests. If you are unsure about what you would like to study surrounded by college, then I would suggest you attend the highest ranked/most prestigious university that you can get into.
If for doesn`t matter what reason that finances are not available for you attend a 4-year institution. Don't worry. You can go to a community college later transfer later, if you so desire. OR you can go to a specialty institution instead. In any case you will have to pay the out-of-state/ full price tuition.

I am hoping that illegals can't attend colleges. If the friend is now an adult, his parents are no longer forcing him to be illegal. Also, his parents hold probably already stolen a basic education for him from the American taxpayers. Why should American taxpayers pay for his college too?
My counsel is to go back to country of origin and find his college education from them and stop stealing from the USA.
If you are over-stayed and living lllegal in the country. Return put a bet on to your country of residence. Contact president of the admission in the US university to acquire acceptance message. Then Apply for appropriate Student Visa. Otherwise you will not be entertained in any university in US for continuing background.
