My boyfriend and I want to return with married, but his visa expired. Will he still be capable of attain a Green Card?
It only expired 3 months ago and I am a U.S. citizen. Also What are my requirements as a sponser?

Most visas will allow him to adjust his status once you guys are married.
However, he will have to prove that he didn't intend on marry you when he entered.

If his visa expired he will be required to leave the country and later apply for a new visa before he will be permitted back within. However, if he is here illegally, he screwed himself of any chance of ever getting a visa again. By all of a sudden marry you, there will be red flags going up all over immigration.
the USA is out of green cards
he needs to be officially recognized to apply for a green card. So first you must pay for and renew the visa.
Once you are married, you have to apply to CIS to for his change of status - so that he can stay surrounded by USA legally.
