You need to ask the British embassy. If you qualify for citizenship because of your parents or grandparents, no problem. If not, you may still be able to move there and step to school for a year or two if one of your relative invites you and takes responsibility for you. Becoming legal here is another matter entirely. At 18, you could apply for a student visa. Work visa is hard when you don't have coaching or skills. College will cost a lot when you are a foreigner.
