I expect the majority of Americans would migrate to Canada or Europe. I'm sure some would go to Mexico, but not like what happens currently next to 100's of people crossing the borders illegally every day.

My understanding is that a legal F-1 alien is not to engage surrounded by off-campus employment. Would the above fall under the 'employment' category and thus violate my statutory restrictions?
