A B1 visa holder is only allowed to come in for business meetings, contract discussions, etc. The person must return home before the visa expires, and must apply from their home country for a new visa.
To acquire a student visa, the person will have to meet adjectives application requirements to apply at a college/university or grad/professional school, including taking the appropriate exams (e.g. SAT, GRE, etc), the TOEFL exam. If accepted at a school, the party must then file an application for an F1 visa, submit the acceptance from the institution, and prove sufficient funds to pay all school expenses and living expenses, plus transportation home. If the visa is granted, the being may then enter up to a certain number of days before university starts, and must leave within 30 days of graduation of leaving college.
You cannot get a student visa if you are already here, and you especially cannot get a student visa if you are here in vandalism of any immigration law, including overstaying a visa.
