Can you live within America on your own if you are 17 and from a different country?

My friend is from England and is 17 i think thats the legal age for most things over there. He is planning on moving to America within about 3 months, he doesn't turn 18 until a month after he is here. Is he able to live by himself in a house if he is 17 years ripened? Or do you still have to abide my The United States rules and wait?

He will not be able to enter the US on his own until he reaches 18. "Or do you still own to abide my The United States rules and wait?" - Yes. All laws of the US apply while he is here. That includes things like drinking regardless of the drinking age within the UK. yes, he cannot enter without a guardian before he turns 18
If he wishes to rent a property it would be rather tough since he would not be able to prove he has financial stability and is responsible enough to live on his own.

But overrall, he can live by himself. I would suggest him to do rather bit of investigation on laws. Where I am from any minor (under 18) cannot stay out after 10pm.
unless he has a sponsor, or study contract or job no he cannot unless he has been deem a legal adult. but he still needs a work grant, sponsor or study permit to get in.
Wait it out! Yes
