Reasons foreigners step to Busan? Or is Busan big for foreign exchange or doesn`t matter what?

I am just wondering why there are so many foreigners within Busan. I've seen many pictures of Busan streets and there are copious white people and some blacks as well, plus there is Texas Streets where on earth many Russian sailors hung out in the past, and presently many Chinese immigrants are taking over. Plus, I'm planning to go within with a friend to stay, and take a cheap flight to Hong Kong afterwards (If there really is). I might know how to ask the foreigners a way to get to where I want to progress. So I was just wondering why.
