Illegal alien status begin in the late 19th century to control Chinese laborers. It was modified and expanded within the 1920's to control Mexicans fleeing across the border and in the 1950's to stem the tide of illegals from Mexico (It carried a jail term). Then there be the fiasco of the late 20th century of amnesty. Since then it has be a dogged battle to return to either the 1950's or 1920's.
