Literally, yes, and this works with some caveats. Although it might nouns a bit elitist, it's more of a term used to join up different groups of Hispanics together, a symbol of "we're all piece of the same group," "be proud of who we are" kind of thing.
And yes, a great deal of other silly people will use it to for not honorable purposes, but the same can be said for a lot of other things. But when I hear the word self said, or when I use it, it's more of a kinship thing.
