No. If you leave the employer which obtain the H1 visa for you, the visa is automatically cancelled and you must depart the US immediately -- no grace period. You can only work for that employer, not a soul else, which precludes working full or part time for a biz you start up.
If you want to start a biz in the US, you must return home and apply for an investor visa. You will have to prove you hold the funds to invest to start up the biz, plus all of your living expenses while you're starting up the biz. You also must hire a minimum of 10 Americans. You cannot bring in foreign labor.
Self employment is a form of employment, and you do not have authorization to accept any employment from anyone, including yourself, save for the employer who petitioned for you. Working for yourself in your own business would be no different from working for McDonalds, and as you know, you're not authorized to work for McDonalds.
The H-1B visa classification is employer specific, not a catch-all classification that would permit you to work for whomever you choose, including your own business.
