What would take place university perceptive moving from Canada to America?
My cousins are wanting to move down into the states. Would they be held back, stay in their grade or skip a position?

They can't just "move down." Unless they are coming as immigrants they can't attend public schools at adjectives unless they pay, and then only for 1 year.

As YAk Rider says they must apply legally to emigrate to attend US schools. Otherwise they can ONLY spend 1 year within a US school. and they must PAY the schools fees. Whatever the school demands. (and some of them do ask for a few thousand dollars)
University is different. You have need of a study visa for that.
