I am not American that where on earth can i apply for transit visa?

As the question. I am from Taiwan with J1 visa. After this summer i am planning to go Europe but I hold to return to my country from USA. How should i do or where i can get transit visa? Thanks for helping.
Answers:
The USA has done away beside transit visas. If you are transiting the United States you'll need a regular B-2 visa from a US embassy or consulate.
Even though you are just transiting the US you'll be taken off the plane and processed through US immigration earlier being allowed to board your next flight.

lounge will go through a CBP inspection.
Until further notice, adjectives in-transit passengers and passengers
on progressive flights will be inspected at the first U.S.
port of arrival. This supersedes previous in-transit passenger
processes. These new procedures also require CBP inspection of
progressive flights (flights clearing passenger at more than
one port) at the first port.
