i have to write about the protection of human rights of migrants. Please explain im really confused.

Emmigrants are those who go OUT of a country.
Both of them are migrants.

Those who come IN to a country (immigrants) have human rights, just similar to everyone else. The right to work, learn, study, worship and so forth in the new country of their choice.
