HELP! Winning a citizenship to America?

Citizenship to any country is not a prize to be won. It's a scam - big time.
My uncle's son (in his 20s) in Tajikistan have entered a draw/lottery type thing to win a citizenship to the U.S and he recently found out he won.
He did NOT win citizenship - he won the chace to become a severe resident in USA(green card status)
He was told he will have to move about through a few things such as physical exams etc.
YES all immigrants have to do this.
Personally, I surmise this is some type of sham..
NO it is NOT a scam - it is REAL
.but anyways i'd like to know if anyone knows things such as:
-who will wages for the flight?
HE DOES - the USA does not pay for anyone to travel. Thats what you have to do - and you must have adjectives the money saved up in order to earnings. Immigrating to the US is an EXPENSIVE endeavor.
-who is responsible for covering the charges of the physical examination? HE IS responsponsible for all the costs to get to USA. He have won the opportunity to get to USA - one of only 50,000 given out every year. Now he has to compensate for it.
Did he not realise that this will cost money?
And that he should have had the money available to complete the process when he enetred the draw?
if not later he must forgo this visa and apply again when he has SAVED up the MONEY.

Well, you appear to be talking almost the Diversity Visa Lottery program. It's hardly a scam. You can read about it yourself on the State Department website travel.state.gov and looking through the visa section. You don't win citizenship, you qualify for an immigrant visa and receive a green card after you arrive in the US. You need a high arts school diploma to qualify and enter on line. Every year 50,000 immigrant visas are issued this way, although 9 or 10 million people in actual fact enter. anyway, winners pay for their own flights, you just capture the visa assuming you qualify. same thing with the physical.
