Why do some answerers imagine the word "illegal" to be inserted in there?

Because a huge amount of illegal immigration has occurred and some ethnic group are very angry.
For instance in the UK there have been significant social change without a single direct vote on the subject.
This have poisoned the entire argument, and the economic downturn is going to make it worse.
What your seeing is anger.
It's ridiculous, that man who required a cap on immigration concerned a view that he and a hell of a lot of british society believe in that view.
He is forcefully been censored and ridiculed for a belief that wants to be acted upon.
This is England and if we want to put a cap on immigrants then we enjoy every god damn right to do that.
Because there are hundreds of thousands of not permitted immigrants already in UK and most of us just see immigrant in general as clambering ashore and demanding benefits.
Even if none of the above is actually true, it is how most of us see the situation and no amount of waffle from UK.gov will alter that.
What might change things is if occasionally a few thousand illegals were frog marched out of the country and dumped put a bet on where they came from.
What we get instead are bleeting noise coming from the bleeding heart liberal mob who claim that this or that person is being sent back to be kill and/or tortured. So what? It's not my problem.
Most of these people come from countries which were part of the British Empire. They be given their freedom in the 1950s and 1960s. Now because of their own greed and corruption they are coming here to spread their methods in our green and pleasant land.

I'm 67 and have seen it come up. Kids in their teens and people in their 30s and 40s do not know what they're discussion about. They have grown up in a Britain which is heavily populated within some areas by peope who are in no way part of our nation and hold no intention of ever being a part of it.
One Muslim I know told me straight, "we're going to take over your country".

I saw one guy man shoved out of the country after living here illegally for 5 years. He claimed he had a right to be here since he had remained here undetected for 5 years.

If you arent an australian citizen what cant you get your hands on ie passport charge retun etc ?
If you live in Australia and are not a citizen, you, can't obtain a passport and you can't vote. Anything else will depend on whether you are a Permanent Resident, a temporary resident (and the class of your conditional visa) or a visitor....
