Dear Sir/Madam,
My name is Gabriel, I work for an immigration firm in Toronto. Let my try and help you out.
Applications submitted contained by Buffalo fall under the regular application process for Skilled worker. What does this mean? They will assess your crust using the information you provided on the day you filed the application. This means that if on that date surrounded by dec 2007 you did not have 67 points, one of three things can happen. 1) Your application is successful (this is very unlikely); 2) Your application is denied (possible) 3) An officer will ask that you submit more up-to-date information (possible).
Most cases within Buffalo are done within 25 months assuming you are not a provincial nominee. (you can check their processing times at: http://www.cic.gc.ca/english/information...
I recommend that you be proactive. The moment you can provide evidence that will put you over the 67 point threshold, send it right now to the visa office.
If your application is refused due to insufficient documentation, this is more of an annoyance than a hindrance. You would enjoy to restart the process and consider obtaining a work permit while your PR application is in process.
