sea hose down can be desalinized it's common practice in the middle east but it costs more money. The great thing just about water is from the moment the Earth was created every drop of water on the Earth have been in constant circulation. Water can never dissapear. So you can utilize it from somewhere else it will still end up hindmost in the water cycle in one form or another. I'd be more worried around food and jobs being sucked to the bone.
I live contained by Britain and can not believe how much water is wasted in this country due to the absence of discipline of its people and its companies. I have never heard within my whole life of main hose down pipes bursting anywhere in Germany but here in London in every street here are at least one or two every year and then a few really big ones. There is more water lost contained by London due to bad management than used by its citizens.
Britain has no river meters so everybody wastes water like it would be free.
Those 20 million immigrant could teach you how to live with your environment.

Luckily enough here within Scotland we dont have a problem with a shortage of water as we go and get plenty of rain and we don't have water meters, we remuneration for it in with our council tax but we do own problems with immigrants but thankfully where on earth I stay outside Glasgow we only have a few african people.
