If I immigrate to Quebec lower than skilled worker pgm, will I ever be eligible to work surrounded by other provinces?
As I came to know from other postings that once you immigrate in such a category, you are stuck there for eternity. Or is it so that, once I become a Canadian Citizen, I can move around , articulate work in Toronto or Calgary, or wherever there is a upright job-opportunity.

You can move to another province after you have TRIED to work in Quebec for 2 years. There are reports of immigrants disappearing Quebec after just 18 months - due to being unable to find job.
The constitutional guarantee to mobility applies to citizens AND permanent residents:

Article 6: "Rights to move and gain livelihood"
(2) Every citizen of Canada and every person who has the status of a everlasting resident of Canada has the right
(a) to move to and take up residence in any province; and
(b) to pursue the purchase of a livelihood in any province.
A Canadian citizen can work and live any were in Canada.You will be obligated to stay within Quebec until you are a Canadian citizen.After that they can not stop you ,because it is a constitutional right to be able to work and live anywere in Canada.
