You don't need an immigration consultant to procure a visa for Australia and well over half of potential immigrants do everything themselves lacking any particular problems. If your English is good enough to survive contained by business in Australia, it will be good enough for you to navigate the bureaucrat immigration website (http://www.immi.gov.au/immigration/). Many of the consultants/agents based in India are worse than useless and will make it MORE difficult for you to win a visa and everything will take longer and of course, cost much more.
If you insist on using an agent, get one i.e. registered with MARA in Australia. That is unfortunately no guarantee that they'll be any fitting, but at least they must have access to all of the relevant information and documentation contained by order to be registered:
