Can my wife also apply underneath points system if i have also file a covering lower than point system?

If you are talking about Canada immigration, I would say yes. If something is not specifically forbidden, after it's allowed.
If you applied under a points system as a primary applicant, including your wife as a dependent, then she can also file as a primary applicant list you as a dependent.
I have never heard about anybody doing this but Canada immigration have said it is ok for one person to have two applications going at the same time, for example if they have applied under the old rules before February 2008 and want to apply below the new rules also without withdrawing their first application so I don't see why it would not be ok for husband and wife.

IF you dont get enough points, then she can apply for you and attain extra points fo having an educated husband.
