Duh...I think it`s anyone who uses "Skill" power tools...Duh...I contemplate so.
It's when a worker has sufficient training and experience to carry out his/her specialised occupation at a high level of competence. That is usually measured by trade, diploma or degree certificate plus experience, but it's possible to be a skilled worker without formal qualifications if the worker has be working in his/her specialised occupation for many years.
Holding a diploma or amount for a special skill.
1) Doctor.
2) Plumber
3) IT Networker
4) Dentist.
These are all examples of skilled labour force.
