Should they be deported?

we have a overcrowded prison system and we struggling with the population as we have lots immigrants and refugees here. when a immigrant or refugee commits a crime should they be deported even for small crimes like shop lifting as it will manufacture them think twice about committing a crime and relieve some of the strain on our prisons and public services
