Illegality in immigration is always going to hang up over your head like a dark cloud. Too lots people have sneaked in to create the host country problems as never before. What you seem to be asking is ,Are there any dodges that will run away the threat of penal action.? If there were, after it would be common knowledge among the gangs of Fraudsters and Traffickers within Human misery....You are not likely to get away with the arrangement. That's a matter of German law. I'll tell you this much, formerly they'll consider it the illegal alien will have to return to the country of his/her citizenship and process the papers from there. They'll never permit it be done from the United States.
To become a German citizen, one must actually reside in Germany. Ordinary requirement is 8 years of residency but reduced to 3 years for those who married German citizens. To apply for residence permit through conjugal, one must prove the German authority that the marriage is genuine. The marriage must be properly documented which is markedly unlikely in the case of marrying an informal alien in the US. Marrying someone in the US without any documentation does not establish wedding in German legal code. And finally, even if the marriage is properly documented, an evil alien cannot apply for German residence visa in the US but have to return to his or her country of citizenship. You probably need to move to Germany and live at hand to proceed German Immigration Process.
Just in case you are planning to come back as German Citizen adjectives legally, you might face still some difficultires.
When you leave US and appendage over your expired I-94 at the Airport, your record will be enter into USCIS system that you have been illegitimately staying in US. So, even after you become German Citizen, there will be some record gone behind.
If you are marry a German, Germany does not bother if you are illegaly in the US. - But as Yak already said, you have to go put a bet on to your native country and apply for your "Familienzussamnfuehrungsvisum" there. To get the visum you also enjoy to proof a minimum knowlege of German. You can undego this test at your local Goethe Institut. Your future spouse have to proof meanwhile the German immigration that he?she is competent to support you but this is tricky since the Grundgesetz ( = German Constituion ) guarantees you the right to live together with your spouse in Artikel 6. However if you try to get into the country by using the constitution it'll bring you a long time and a lot of cash for a good solicitor.
Regarding the German citizenship. After three years you can apply for "Ermessenseinbuergerung" but for that you must hold average language skills and be financially independent. After 8 years living constantly in the country you can apply for the citizenship but also here you have to proof spoken communication skills.
Yes. He can start from scratch in Germany and live there as a officially recognized resident. Just go through the required Naturalization process in Germany. No problem. But he will definitely hold a lesser chance of legalization in the States. They can marry.

German citizenship is not acquire by the sole fact of the marriage.

They must live in Germany for several years up to that time applying for citizenship.
