Change the law. Cubans are a unique case; they are the simply foreign nationals allowed to remain permanently in the United States merely by setting foot on American soil. This resources if a group of Cubans on a boat are intercepted at sea they will be send back home. However if the Cubans govern to reach American shores then they cannot be returned to Cuba and hence are allowed to settle legally contained by the United States. Immigrants from Haiti and the Dominican Republic who succeed in landing on American soil are not granted this privilege and are returned to their home country.
