How do you FAIL to certificate immigrants' foreign credentials contained by Canada?
I totally don't want to fail...and plus I'm Canadian(not an immigrant) but I'm doing a research for one of my courses...Just wondering, that's all :)

Are you worried about the word "fail"? Perhaps a better one would be decline. Forgery is one problem. I regard the Toronto Star recently did a story on forged diplomas, you should look that up.
Another problem is lack of confidence in the competence of students trained within foreign institutions. The personnel people may have never even heard of these institutions, the institutions might not even exist and if they do exist their training might be 50 years obsolete.
Companies are responsible for the competence of the people they hire so naturally they want backgrounds as reliable as possible. I expect that the certification process will become even more rigorous.
