US resident giving birth contained by Mexico?

Which are the steps to follow to bring back a newborn kid from Mexico back to US for a foreign US resident who traveled to Mexico looking for cheap health keeping costs and gave birth there?

If you are a US citizen you must travel the the nearest US consulate right after giving birth -- bring your US passport, IDs, the baby with its birth certificate and passport photos, and apply for the baby's passport and registration of the birth of a US citizen out of the country.

If you are not a US citizen, you will have to contact US immigration authorities to see how to get the child legal lasting residence if you and your husband are legal permanent residents.
