Yeah, that's not true. Students apply for visas at the U.S. consulate in their country based on their embracing at a U.S. school. They usually have to prove that they don't have long-term immigrant intent and will return to the U.S. after studies are finished. There's markedly nothing that a green card holder can do to assist the process.
