Depends on where you are getting a passport from. In America, a passport can be issued contained by less than 2 weeks, usually only if you can prove that you are traveling internationally. You have to hold your birth certificate, government id, proof of travel (your flight itinerary will do) and butt loads of money.

You can have your US passport expedited. My husband have to travel for business and cannot find his passport so he had to apply for a replacement. It was very prompt. It cost a little bit more but not bad. You cannot do it anywhere it is normally processed approaching the post office, library, etc. They would not expedite in these places so you have to find out where on earth the office in the major city you are surrounded by who handles expediting US passports. My husband just googled it and a long list come out. Good luck! Be sure to bring all your requirements like birth certificate, I.D., etc. If I remember correctly, he go in and was processed for 15 minutes and went put a bet on to get it the following day.
That depends of your country. Here in US some ppl bring back them in few weeks, other in one month. I got mine after 4 months.
