It be a time when jobs were extremely hard to find contained by the first place. When you inject uneducated workers willing to work for half of the wage the Americans be charging and you get tension in the workplace. It is a totally similar situation to what is presently happening here with our porous southern border. 15 years ago a man could make $25 / hr flaccid drywall in the construction business and now you can hire a Mexican to do it for $9 / hr. Although the savings is great for the consumer, it is detrimental to the cutback because everybody makes less money as a result.
