But why earnings $395/year for medical insurance if you can sneak over the border and make someone else pay?
Mexico's birth rate is still higher than parents can support. The poor hold the highest birthrate, even knowing they cannot support those children, educate them, and train them for higher-paying jobs. The poor result in their own poverty to perpetuate itself.
There are social services & charity in Mexico, but they do restrict who is eligible. The US perpetuates poverty but by subsidizing irresponsible and dysfunctional behavior. They don't restrict it to those who are so elderly or disabled that they cannot take trouble of themselves, but rather restrict it to those who have children they cannot (or will not) support.
