Can I sponser my inborn father, step mother, and my step brother?
I am an American citizen. They are Vietnamese and want to immigrate to America. My step brother is 9 years old. I have been told that with the sole purpose my father and step mother will be allowed to immigrate.

As an American, you can file petitions for your parents, which are valid immediately for use, after they are approved and the visa interview takes place. However, any petition you report for a sibling would take 11 years before it would be valid for use. And that is the definite problem.
Can you financially support that many people over the poverty level? If so, after probably. If not, then probably not. You would need a very voluminous income and a huge house to qualify to sponsor that many people
