Probably for the same reason the US rule panders to 3rd world immigrants (more aptly illegal aliens)....businesses that fund campaigns from the profits they product hiring them at lower wages they would have to pay citizens.
I don't think Gordon Brown thinks more about immigrant than white British. At least not in the sense you are suggesting. I think his recent attitude is more within line with the sentiments of the BNP.
