there is more freedom for the citizens, and your 2 children will grow up in a free country that is at the apex of human nouns.
dubai has developed its infrastructure only because it has money from grease. but it has not evolved to the level of Canada.

That's a very personal decision and nobody but you could answer.
I suggest that if you already hold the immigration visa and all approved, come to Canada at least for a while. You have zilch to lose: you could see by yourself if you like it, and you may try for a while (give yourself and your family at least 6 months or 1 years to adjust, and after, if you don't like it, just come back to your country.
I come to Canada as an immigrant and fell in love with the city and all its surroundings: I live severely close to Vancover, BC, one of the most beautiful places to live in. I fell in love beside the system, with the Canadian people I was lucky to assemble, and with the feeling of freedom and that I can re-born here.
I suggest you come during the spring/summer, because if you come in winter, it will be harder for you and your family unit.
Try to make arrangements for a job and to rent a nice place before coming. Try to reach a deal to people. Once here, take the free courses on career planning and/or mission search that the government offers to strange Canadians. depending on what profession you have, try to ask for the "Skills Connect" project, they will assess your certificates and experience and will help to find a assignment in your area. They will also help next to the certification process and if you need to take further studies, they will settle up for that.
Immigrate is difficult and is not for everybody. Some people adapt very ably and love the opportunity to meet another culture, but some people become home sick.
Both feelings are faultlessly understandable, and it's OK to feel either opening.
Don't pay attention to what others tell you. there will be other people who will try to encourage you to leave, and some will buoy you to stay. Sometimes they have good intentions, sometimes they are jealous of what you are going to do.
Talk to your wife and your kids. Coming to a up to date country unites more the family and you will appreciate more your roots, your language and traditions. You will grain closer to your people and your family and true friends. But also closer to the world and thankful for this wonderful country i.e. truly multicultural and open minded.
Good luck whatever you decide to do
