Is my immigrant visa application CURRENT. I do not think through the together PRIORITY date and VISA BULLETIN?
I am under this category Unmarried Sons and Daughters (21 years of age or older): 23% of the overall second preference limitation. I am currently living contained by England and my nationality is South African. My priority Date is April 13, 2008.

you're on category 1 (us citizen parent sponsoring unmarrried child over 21). priority date is basically the date your mom applied to sponsor you. check the website that pianojan give you above, which contains the visa bulletin for this month. scroll down and study the first table you see. once your priority date of April 13, 2008 becomes current (right now its in 2002), next your mom is able to submit a paperwork I485, adjustment of status to get your greencard. so total time for all this: almost 6-7 more years before you can apply for the I485, and another 3-6 months for an interview. If they approve you in the interview, about 2-3 months following, they'll send you your greencard.
now, let met transmit you, check the website monthly, as the gov updates this monthly. this could get frustrating, b/c sometimes the date will stay the same for months, or go pay for wards too. or it can move as the months comes and goes..but there's a backlog so be patient. oh, and try not to attain married between then and now, b/c your status will change from category 1 to 3, which is simply us citizen parent sponsoring a married child, which takes a little longer.

According to November Visa Bulletin, Family Based 2B Preference, Unmarried sons and daughter of Permanent Resident, society who have Priority Date (PD) of either on or before Jan 1, 2000 can database for the green card application. So in your case, you have almost 8 to 9 years wait until your PD becomes cut off date.
Meantime if your parents become US Citizen, they can inform USCIS for their petitioner's status change to expedite your case to Family Based 1st Preference, Unmarried Sons and Daughters of US Citizen.
