Yes, the baby will be a citizen of whatever country it is born in.
If she gives birth in the US, her child will get a US birth licence, which means the child is a US citizen. yes.. baby will be an us citizen if he/she is born contained by the mainland US. But how you are going to get the insurance covered for your wife during the child birth ? I guess you could use your canadian passport to get into US as per the TN rules - but dont know how you are going to get your wife.. I estimate you should have to apply for a tourist visa - then trust me the embassy would ask you a hell a lot of quiz when your wife is preganant.. even if you were able to get the visa after you may be given a short time of I90 at the port of entry when the border & security personal found your wife to be pregnant..
