If someone have a Green Card, is he a decriminalized resident or an actual citizen?

With all the rights and responsibilities of a citizen such as paying taxes and possibly being drafted into military service if the draft is ever re-instituted again. The solely "privelige" not afforded the permanent resident is the privelige (right) to vote in US Elections.

I'm a green card guy. I'm not a citizen. I have authorization to live here, have a job, pay taxes, etc. However, I can't vote (not that I'd want to - none of them give the impression of being worth voting for.) I also can't get called up for military service and I can't get call for jury duty. I also can't get a government job of any humane (including simple jobs like delivering the mail) and I'm not eligible for welfare, even though I've be paying into it for the last 15 years. Green card holders are legal permanent residents of the United States and they are prohibited from voting within elections were United States citizenship is required. This is usually limited to local elections but as always, in that are 50 different states and 50 different laws for local elections.
