Why do you obligation to own a visa/xpired visa to marry a u.s citizen?
i know some "ex" llegal immigrants who married a u.s citizen in the 1990's but with out a visa or expired one and they succesfully get a permanent green card..how come nowadays an illegal immigrant must own a visa to really get a green card by marrying the u.s citizen

Laws are changed periodically to deal beside new situations as they arise. Also, the laws started being enforced much more strictly after 9/11. Now, an unjust alien must return home -- no exceptions, no excuses.
unfortunately the rules changed and now as u said u need to own an expired visa not to get married but to fix ur status , u can still get married whether u are legal or not though . the situation of the 11 million of undocumented will be fixed soon and u can be sure of that , the cutback is getting hit really hard in places which depended in them and which fixed to be "tough" , there is a huge feeling of regret right now surrounded by them , so the opposition to a legalization in the next leadership will be almost non , it would not be surprising if it did happen even before the next president , the anti-immigrant movement is toast ever since they lost adjectives their presidential candidates to a lame less of 5 percent . They had to rework the rule since so many illegals took advantage of our hospitatlity.
