No. If you don't have a green card, you cannot marry someone and apply for anther green card, let alone petition for citizenship.
You can, however, marry anyone you want, and apply for a visa for him to come to be next to you. The visa requirements depend on the country - and some (like EU countries) are pretty easy - just pay $50 and you are done.

Once you procure married, your spouse can apply F2 Spouse of Student Visa at the US Embassy in your country. Whether he gets or not is totally up to Consular.
If you have married a non US citizen, he/she can apply for derivative visa in his/her home country. If you have F1, afterwards he/she would have F2, same as J1. But he/she has to apply the visa in his/her home country US Embassy.
Of course, as noted you could have your spouse apply for an F2 dependent of a student visa, but first you would need to talk to your institution and have them put your spouse on the I-20 and register them in SEVIS as well. later he'd be at least able to apply for the visa. however, he'd still have to be approved, and he wouldn't be capable of work in the US on the F2.

u can only file someone if you have ur citizenship. i know of cases near students that have a student visa then apply for change of status they bear away their student visa and send them home. the person u are about to marry have to file for his own status with the us embassy so he can come to the us but remember with a student visa at times you are not permitted to work at times only on campus because u are only here for school priviledges, and if u try to petition for a non us citizen and let just say they allowed him to come to the states how in the world are you going to support that personage. the uscis only allow people here on other peoples behalf if they are certain they are not going to be dependent on the us. e.g welfare, foodstamps e,t,c and at hand is a pverty line that has to be met in directive for u to file for someone. also when u file for someone u place yourself in a contract near the governement that u sill support that person and if they do anything even if it is applyin fo foodstamps or whatevr they know how to track u down and u are responsible.
