If you are an illegal immigrant to Canada, how can you become legal without person deported?
Answers:   
If you married a Canadian you can apply for PR status immediately. You will NOT be denied at this point.
Then you must reapply to CIC for legal status and reimburse the fee.
There is NO GUARANTEE that your application will be approved.

It would be difficult. If you are from a country where you enjoy been threatened for any number of reasons (not just military service), or if you are lower than imminent death threat by returning (by Government), or if you are from a 3rd world nation and would be returning to deep poverty.
Another route is to marry a Canadian Citizen. This will work, but it would be tricky, since you would be here illegally. You would have to return home, apply, and then return for the matrimonial. Even then, if the marriage is a sham, consequently you would be deported anyway. They tend to watch them pretty closely. Even if you are married to a Canadian and did not go through the proper channels, you would be deported. Its not a hedge of any sort. If a divorce happened after a few years or if you just lived apart, you could still be deported. If you have deeply of money and would be willing to start or buy a company that would employ others, then you could build application to stay for that reason and it would probably be granted, but not immediate citizenship. That would just impart you a landed immigrant status card. After time had passed, you could apply for citizenship.
Most often though, it would involve going home first, and applying for the convert, except in very extreme cases or if you were here on a student visa and applied as such. Don't be fooled by reports of society hanging on or rumours about it being unforced. Even asking a church for sanctuary will not prevent it. The Border Services readily turns people around at airports,deports people regularly, and prevents entry for various reason such as a criminal record, and they are very stickey about the rules. It is their brief and they do it very well. The longer you are here illegally, the lower the destiny you will ever be allowed back in again for any reason and you will most credible spend a time in jail before deportation. Go home and apply. It is the singular safe way. If you fall into any of the category that may be an exception, then see an immigration lawyer, get surrounded by touch with Border Services or the Royal Canadian Mounted Police (they are sworn in under the Canada Immigration Act also) and be completely up front more or less it. I would suggest you see a good immigration advocate (not the kind that advertise in the the Fourth Estate!) A lawyer is held to secrecy, so it would be perfectly nontoxic for you. Good luck.
