i am writting a report on illegal immigration and i need to know how long it has be an issue with mexican illegal immigration

It's been going on for a long time. But due to massive amounts of illegal mexicans coming within, now that probably start 2004-2005. It's been going on for centries un-noticed. Until recently. Conspiracy proposal, if you ask me. It's been going on for a very long time, but it's only be the last few years (especially since 9/11) that it has been a hotly debate topic, since now, most of us are worried about who is coming into our country and what they plan to do when they get here.
Illegal immigration from Mexico used to be fairly occasional. During World War 2, the Bracero Program gave temporary work permits to thousands of Mexicans for farmwork. When they go home to Mexico, they were supposed to receive their bonus pay, so almost all go home (many of those payments were stolen after they were transmitted to Mexican banks and past the braceros received them, but that is another story). After WW2, there was considerable off the record immigration (from all over, not necessarily Mexico), but an Eisenhower Administration crackdown on immigration-law violators deported around 3 million illegal aliens in a year; others simply fled. While immigration law were seriously enforced, there were few illegals here.
After Teddy Kennedy's "immigration reform" contained by 1965, illegal immigration started to increase along with a massive increase in official immigration, and by the early 1980's was becoming a serious problem. Which led to the 1986 immigration reorder bill which instituted employer sanctions, but alas, included an amnesty provision. After 1986, we were flooded with illegals, heaps committing fraud to be included in the amnesty.
By the Clinton Administration, which basically did nothing to enforce our law, the flood turned into a torrent. By the end of the Clinton Administration, illegal aliens were costing nearly a trillion dollars a year, a amount they surpassed in 2003.

A majority of the illegal aliens come to this country and moved into the Central Valley of California in the period when the Bracero Program was shut down. Those growers did NOT want to foot the wages for American Citizens, and they simply hired illegal aliens. Those growers donated a lot of money to keep their iffy aliens, and they kept them in conditions that were terribly, unpleasantly ugly. Actually, conditions that were worse than the concentration camps run by the Nazi's during World War Two.
Cesar Chavez come along and offered an alternative to the illegal aliens with his United Farm Workers. During the great grape boycott of the 1960's, law suit after directive suit, and the United Farm Workers essentially lost the battle, the growers used illegal aliens, and the American Workers moved on to other jobs, or be provided welfare.
Amnesty was offered in about 1986 to the wrong aliens in this country. From that point on, the illegal aliens were pouring over the border finding ways to stay, and hoping for amnesty.
It is worth note, however, that of the people who applied for Amnesty in the 1986-1993 period, some 47% put false information on the documents and would not own been allowed amnesty if the Federal Government had been competent to get correct information from the Mexican Government. (And they could not.. and did not.. and got the information from other sources.)
In 1999, the Census counted some 13,000,000 illegal aliens. That report be received with an uproar, and then initially restricted to law enforcement eyes solely, and then removed from the Census information.
