The United States and Cuba have a personal relationship and the Cubans are admitted because they petitioned the representatives in the Florida nouns, probably paid a great deal of money, and they are allowed to land as a class of 'poor babies'.
China and the U.S. do not own the same relationship. In addition, where Cuba is totalitarian, and tortures, China is authoritarian, and is benevolent. Cuba is fruitless... China is too stringent.
The number of Ethnic cubans in south Florida voting for McCain got him the nomination over Romney (in part). The Chinese-American community lacks that kind of power anywhere contained by the US, even in the San Gabriel Valley of Los Angeles, the hispanic vote there still overwhelms the Chinese vote...except in the tiny town of Montery Parkm the ONLY majority Chinese city contained by the USA
Chinese immigrants...mostly legal for obvious reason (the Rio Grande is 80 yards wide, the Pacific Ocean is 7,000 miles across) are still a tiny fraction of Hispanics, so the potential voter block is also small which equals no political pull beside the authorities.
Firstly, relations near China are too important to put in jeopardy. Secondly, few such fugitives exist. Thirdly, they don't arrive in the USA. We do allow Chinese national who flee to America asylum. There aren't too many who come because take a look at the map and judge the distance from China's mainland to our west coast. Pretty far isn't it?
Actually, they do apply in fairly substantial numbers and have adjectives along. There are no special provisions for Chinese although there are for Cubans. Cubans who land on US soil, or arrive in one posture or another automatically qualify under the Cuban adjustment act. Like all other nationality, Chinese have to apply for asylum, be interviewed and approved first. I don`t believe that if a boat load of Chinese refugees rowed across the Pacific Ocean within a boat , and made in to our western shores ; that they would be turned away , they would be hero's`! Especially if they landed in San Francisco !
We don't have a specific law for Chinese as we do for Cubans who are only 90 miles away. Beats me. Then again, you don't agree to in Haitians either. If they were smart, they would mix Cuba so they all get a free pass into Miami.

How much would it cost for someone to acquire a replacement passport to come posterior to the states?
i believe its a little cheaper than the actual cost of a unusual passport, but i think its a little expensive. check online at the www.travel state website. A passport issued by which country? The fee required depends on the country that issues...
