A company won't hire my husband because they prefer illegals?
My husband went to get an application at a chemical wash rack within Portland, Oregon they did not give him an application. All the employees only spoke Spanish and they be all illegal immigrants. What can he do to report this? Can we phone immigration? This situation got me very angry, please help.

Just because they speak spanish the first thing that comes to your mind is that they are illegals? If your husband can't get an application he can file a lawsuit for nouns, but is stupid to believe that they are illegals just because they speak spanish.
First you need to have solid proof that the other employees are indeed wrong aliens.
Then you need to file a complaint and report the company to your local job/employment agency.
Tell them exactly what happened and distribute them the reasons why the company wouldn't allow him to fill out an application.
