I hold a valid work permission for 5 years. After this time can I apply for permenant residency?

My friend had a valid work permit issued to him 6 years ago. He said that he can apply for permenant residency after working in the uk for 5 years but I can't in a minute because the law has changed. Is it true?

You are now eligible to apply for "Indefinite Leave to Remain" (ILR)
If he have lived legally and continuously in the UK for a minimum of 5 years, he has to first outdo the Life in the UK exam and an English language proficiency exam (if he's not from an English speaking country). Once these exams are passed, he can apply for Indefinite Leave to Remain (permanent residency)

NO YOU NEED TO LIVE IN THE USA 10 YEARS, AND HAVE NO CRIMINAL CHARGES AND BE A GOOD OUTSTANDING CITIZEN,
THE UK IS ANOTHER COUNTRY WITH DIFFERENT LAWS.
