Nothing. Two names for an individual that has broken the imperative.
The difference is one knows and respects laws satisfactory not to break them willing.
Like if an illegal as using a fake ego that they set up in advance, that would make it come across that they knew they would be willing breaking a law and have a second id help them get around rules and law of a system.
It would also help them hide from those that have wrote directive with the intent to stop violators and the continuing problems they create.
